Notes from a delegation-scale pilot with a national commission

What changed when thirty-six states reported into one record: departure oversight, medical compliance and the reporting burden that quietly disappeared.

Notes from a delegation-scale pilot with a national commission

Before the pilot, a national commission's picture of its own delegation was assembled by telephone. State boards called operators, operators called group leaders, group leaders counted heads, and the number travelled back up the chain losing a day of accuracy at each step.

What we changed

One record per pilgrim, created at registration and visible — with different fields at each level — to the state board, the commission and the operator responsible for that pilgrim. Nothing was re-keyed. Manifests, medical screening, visa status, flight assignment, accommodation and device pairing attached to the same record.

  • Departure oversight moved from spreadsheets to a live board showing manifest, screened, visa-cleared and boarded counts per state.
  • Medical compliance rose because non-compliance was visible by name to the board that owned it, three weeks before departure rather than at the airport.
  • Incident reporting became a byproduct of operations rather than a separate exercise conducted afterwards from memory.

The number that surprised the commission

Not the incident counts. The reporting hours. Staff who had spent the equivalent of two working weeks per season compiling returns for the ministry produced the same returns by export. The season's report was available on the day the last flight landed rather than eleven weeks later.

“We stopped asking where our pilgrims were and started asking better questions about how they were doing.”

What did not work first time

Device pairing at scale. Pairing four thousand wearables at an airport terminal is a logistics exercise, not a software one, and our first attempt created a queue. The fix was mundane: pair at state-level orientation two weeks earlier, ship pre-paired, and reserve airport pairing for replacements only.
